So, how do you raise a child to be collectivist? how do you raise a child to be individualist?

I agree with what is said here. I would add that it is curious to me that the state requires more education to drive a car or cut hair than it does it to parent a child. I think that any parent who has to rely on the state to support his or her child should be required to do something (education wise) to improve his or her situation. Otherwise, we are raising generation after generation of folk who just think it's normal to be on food stamps. I think their self-esteem suffers greatly and that impacts their entire existence.

You're right, of course, that the debate needs to be explicit. But just because tradeoffs exists at the extremes doesn't mean they apply most of the time. All kinds of upbringing is ok, provided it steers clear of violence and outright harm; all kinds of financial support is ok, as long as it isn't obviously leading to more harm.

So I think the best solution is not to solve the whole general problem of state-vs-individual, but to agree under what narrow circumstances (child abuse, hunger, truancy) we even need to make any such decisions at all. (One benefit might be to shut up guys like your dingbat Lt. Governor, whose comments about feeding stray animals had no bearing on anything which actually matters or even happens much now).
